Yes, and exactly once. On June 22, 2007, a tornado struck the small rural town of Elie, Manitoba, and Environment Canada rated it F5. It remains the only tornado in Canadian records ever rated at the top of the scale, and remarkably, nobody was killed in it.

Has Canada Ever Had an F5 Tornado?
Once. The Elie, Manitoba tornado of June 22, 2007 is the first and only officially confirmed F5 in Canadian meteorological history. No Canadian tornado before it received the rating, and none since has either.
That is not because Canada lacks tornadoes. The Prairies and southern Ontario see plenty, and the country is one of the most tornado-active regions on Earth outside the United States. The overwhelming majority are weak. Producing a tornado at the top of the scale takes extreme instability arriving at the same moment as perfectly aligned wind shear, and at Canadian latitudes those two things rarely line up as precisely as they do further south. What Was the Elie, Manitoba Tornado?
The supercell that produced it developed late in the afternoon along a strong cold front pushing across the Canadian Prairies. The tornado touched down just north of the Trans-Canada Highway and tracked slowly toward the southeast.
Its slow forward motion is what made it so destructive. Rather than sweeping quickly through the town, the vortex lingered over individual properties, subjecting each structure to violent tornadic wind loading for an extended period. Visually it was not the enormous wedge people associate with top-tier tornadoes at all. It was relatively narrow, taking on a drill-bit and cone appearance for much of its life.
Why Was the Elie Tornado Rated F5?
In 2007 Environment Canada still used the original Fujita Scale, which is why the rating is F5 rather than EF5. The damage would have met the criteria on either scale.
The rating rested primarily on one house: a well-constructed, heavily anchored two-story home that was swept completely clean from its foundation. A heavy three-quarter-ton van was also lifted and thrown more than a hundred feet. The extreme granulation of the debris, combined with the force required to shear an anchored home away entirely, supported wind speed estimates above 260 miles per hour.
Does Canada Use the EF Scale?
Canada adopted the Enhanced Fujita Scale on April 1, 2013, several years after the United States did. Everything rated before that date keeps its original F rating, which is why Elie is permanently an F5 and not an EF5.

Not Elie, which killed nobody. Canada's deadliest tornado is the Regina Cyclone of June 30, 1912, which tore through the center of the Saskatchewan capital and killed 28 people. It remains the highest tornado death toll the country has recorded.
Two more recent events dominate modern Canadian memory. The Edmonton tornado of July 31, 1987, an F4 remembered locally as Black Friday, killed 27 people. The Barrie tornado of May 31, 1985, also an F4, formed during an outbreak that killed twelve people across Ontario. Both were rated a step below Elie yet caused vastly more loss of life, which is a useful reminder that a rating measures damage intensity rather than human cost.
Why Did Nobody Die at Elie?
This is the most remarkable part of the record. The tornado passed directly through a residential neighborhood and leveled homes, and there were zero fatalities and no serious injuries.
Three things combined. Visibility was excellent, so the tornado was seen coming rather than arriving out of rain. The storm's slow forward speed bought residents time that a faster-moving tornado would not have given them. And Environment Canada's warnings went out promptly. Residents recognized the threat early and sheltered in basements, and the engineering of those underground spaces held while the houses above them were destroyed.
